IRF Executive Committee

The Executive Committee comprises the President, two Vice Presidents, the Treasurer and other members elected by the Board of Directors.It meets regularly and oversees strategic decisions for the organisation.

Anouar Benazzouz

President

Engineer from Ecole Centrale de Paris and with an MBA from Imperial College Business School in London, Mr Benazzouz started his career working in consulting engineering and then moved to Unilever to work in different management positions in Casablanca, London, Singapore, and leading up to Regional Finance Director in Egypt.

He also worked as General Manager of Savola Morocco and as Chief of Cabinet for the Minister of Equipment and Transport of Morocco just before his appointment in 2014 as General Manager of the National Company of Motorways of Morocco (ADM). At the helm of Autouroute du Maroc (ADM) he was given the mandate to ensure the sustainability of the company through debt restructuring, the change of ADM’s mission to a service company, and the modernization and digitisation of operations.

Mr Benazzouz has been serving as Board member of IRF for several years before being appointed IRF Vice-President in 2018.

The IRF General Assembly has elected him IRF President in 2022. His three-year mandate runs till 2025.

Bill M. Halkias, PE, MSCE, F. ASCE, F. ITE, was elected President of IRF in May 2019.  He is the Managing Director and CEO of “ATTIKES DIADROMES SA”, the Operating Agency of Attica Tollway (Attiki Odos Motorway), in Athens, Greece, since the inception of the company in 1999, while from 1996 until 1999 he was Technical Director of the Concessionaire “ATTIKI ODOS SA”.  He served as the first President of “HELLASTRON” (HELLENIC ASSOCIATION of TOLL ROAD NETWORK) formed by all toll highways operating in Greece (2014-2019), as well as President of ASECAP, (2018-2019), the European Toll Road Association, serving a four year term (2016 – 2020) on the Executive Committee since 2016, when he was first elected as 2nd Vice President. Currently serves as Vice President of Aktor Concessions SA, representing the Company as Managing Director of Aegean Motorway SA and Member of the BoD of Olympia Odos Operation SA, the two largest interurban Toll Roads of Greece. .

With thirty-eight (38) years of experience, the first fifteen (15) in the USA and the remaining in Europe, he is specialized in transportation and road infrastructure works. He has completed his Bachelor Degree in Surveying Engineering (1981) at the National Technical University of Athens (NTUA) and his Master’s Degree in Civil Engineering (1984) at the New Jersey Institute of Technology (NJIT), USA. 

Past President (2010-2012) of the Hellenic Institute of Transportation Engineers (H.ITE) and a Licensed Professional Engineer (PE) in eight US States. Fellow Member of both the American Society of Civil Engineers (ASCE) and the Institute of Transportation Engineers (ITE). Currently Member of the BoD, of the International Bridge Tunnel Turnpike Association (IBTTA) having served also in the past (2007-2010) and Member (2004-2010) of the Freeway Operations Committee of the Transportation Research Board (TRB).

Mr Halkias served as President of the International Road Federation from 2019 until 2022. He currently is a Member of the IRF Board of Directors.

Dimitris Mandalozis

Dimitris Mandalozis is a Civil Engineer with more than 20-years of professional experience in the transport sector mainly in the fields of Tollway Operations and Public transport systems.

Currently he holds the position of Chief Operations Officer (COO) in Aegean Motorway SA, a 230km Tollway in Central Greece member of Hellastron, heading all tolling, maintenance and operation activities of the company.

Wenjie Liu

Mr Wenjie Liu has served to date as the secretary General and vice president of China Highway and Transportation Society (CHTS), and the Chinese ambassador of the International Road Federation (IRF). He has founded the magazine China Highway in 1994, and Presided over the edition of A Guide of Chinese Roads, A Guide of Chinese Bridges and other famous journals and magazines. Besides, he launched the Belt and Road International Transport Alliance, and established the Future Transport Research Institute. He has made tremendous contribution to transportation development in China.

Hamdi Aydin

Hamdi Aydin was born in 1962. He graduated from Ruhr University Bochum in Germany, Department of Civil Engineering. Since 1986, he has been serving as the Chairman of EMAY International Engineering and Consultancy Inc., which is one of the leading companies in Turkey in its sector. He worked in transportation, traffic planning and design, architectural and engineering services, project management, construction / site supervision services of many important infrastructure, transportation and building projects; particularly highways, rail systems, urban public transport systems, bridges, viaducts and tunnels. He is serving as the Member of the ITA-AITES Executive Council and the Board Member of Turkish Road Association (TRA).

Kiran K. Kapila

Mr. K.K. Kapila is the CMD of Intercontinental Consultants & Technocrats Pvt. Ltd. (ICT), a leading multidisciplinary company with a presence in 47 countries.  He holds Fellowship to the American Society of Civil Engineers, New York Academy of Sciences and Institution of Engineers (India).  He was a Member of Executive Committee of ‘Fédération Internationale des Ingénieurs – Conseils’ (FIDIC) from 2013 to 2017. He has won many accolades in India and internationally, such as: 1. The “STAR CEO OF THE YEAR” Award  by “Business Today” and “Yes Bank” 2. “Pride of India” Award by Indo-American Friendship Group 3. “Niryat Shree’’ Award from the President of India . 4. Awarded with a Gold Trophy and a Citation for “Northern Region Export Excellent Award’’ 5. World Life Time Achievement Awards for outstanding achievements in “Infrastructure Development’’ instituted by “The American Biographical Institute’’ 6. International Bentley awards for Excellence in Road Design by Bentley Systems Inc. 7. Prince Michael Award for IRF’s initiative on Enhanced First Aid Trauma Care.

He is the Chairman of the International Road Federation (IRF) and the first non-European unanimously elected to this position. He has been passionately pursuing various road safety initiatives, especially in the developing world, in line with the UN Decade of Action. 

Joseph O. Haule

Mr. Joseph O. Haule BA (Econ.), MA (Econ),  FCILT (UK)  is a Transport Economist with 30 years’ postgraduate experience in the road sector with an emphasis on road management and financing.  Currently, he is the Chairman of the Roads Fund Board in Tanzania. He is the past president of ARMFA an Association of Road Funds in Africa. Between 1996 and 2000 he served as an external Lecturer in Transport Economics in the Department of Civil Engineering of the University of Dar es salaam in Tanzania. Between 1983 and 2000 he was in the faculty of the National Institute of Transport as a lecturer in Transport Economics. Joseph has been invited to make presentations in his areas of expertise in a number of conferences and seminars, including the annual Road Financing module of the Senior Roads Executive Program of the University of Birmingham in UK. 

Jian-Long Zheng

Professor ZHENG Jian-Long is an Academician of China Academy of Engineering and Director of National Engineering Laboratory for Highway Maintenance. He has served on four editorial boards of international journals on road engineering. His research interests include special soils subgrade, asphalt concrete pavement, and highway maintenance and management. So far, he has published over 200 academic papers and 7 scholarly monographs and obtained 16 Chinese invention patents. He was awarded the first prize and the second prize of National Award for Science and Technology Progress of China due to his contributions in highway subgrade and pavement engineering.

Susanna Zammataro

Susanna is the Chief Executive of the International Road Federation (IRF) in Geneva, Switzerland, and has the responsibility to lead and manage the organisation.

Named as one of the Most Remarkable Women in Transport by TUMI, Susanna is an untiring advocate for road safety. She is a member of the Advisory Board of the FIA High Level Panel for Road Safety and serves as Chairperson of the “Safer Roads and Mobility” Pillar of the United Nations Road Safety Collaboration Group (UNRSC).

Building capacity at all levels and facilitating multi-stakeholders’ partnerships are central to her work and that of IRF. Hence, Susanna has been involved since its inception in Sustainable Mobility for All (SuM4All) an initiative led by the World Bank and federating 55 leading stakeholders from the transport sector. She currently serves as a Steering Committee Member and co-leads the WG on road safety (together with Michelin) after having also co-led the WG on data sharing (together with WBCSD). Together with Essilor, she’s currently managing a Community of Interest on Safe & Healthy Streets in the framework of the Movin’On ecosystem.
