EDITORIAL
Dear Readers,
Welcome to the third issue of the IRF (Geneva) Newsletter for 2018. The past two months have been really filled in with activities and you’ll find a brief recap in this edition of the newsletter. We started off on a very sad note following the passing away of two leading figures and friends of the IRF Family: Tony Pearce, Former DG IRF Geneva and Manfred Swarovski, Former IRF (Geneva) Chairman and Chairman of the World Executive Committee of IRF.
Keeping in line with their spirit, vision and tenacity we have spent the month of May and June traveling the world meeting our members and partners, providing our input and expertise at key transport events in Europe, India, Australia and China. All this while shaping new training offers with partners around the world and working on the new edition of our World Road Statistics (WRS) which will be available to all by the end of the Summer. It’s a thorough piece of work done by collecting data directly from primary sources (Ministries, National Statistical offices, etc.) through a network of key contacts built over the past 54 years and that makes the IRF WRS unique and the most comprehensive collection of data for our sector.
We are making these data available for the analysis being carried out in the framework of the SuM4All initiative (http://www.sum4all.org/) to help refine the global transport tracking framework and develop a global roadmap of action for the transport sector. Equally, IRF WRS data are supporting the research being carried out within the EU funded SaferAfrica project (http://www.saferafrica.eu/ ) that will ultimately contribute to the creation of the African Road Safety Observatory.
We believe in partnerships. Partnerships will be the key drivers of change in the future.

The IRF Family mourns the loss of Tony Pearce and Manfred Swarovski
The month of May was a sad month for the IRF Family. In the span of only few weeks, we had to announce the passing away of Anthony Pearce, former IRF Director General (Geneva) and also the loss of Manfred Swarovski, former Chairman of IRF in Geneva and also former Chairman of the Global Executive Committee of IRF.
The IRF Family is deeply thankful to both for their leading role in shaping our Federation. Our most sincere condolences to their families .

IRF at WTC 2018 to support the organisation of The Belt & Road Transport Alliance
IRF (Geneva) was amongst the key stakeholders invited to attend the Belt & Road Transport Alliance (BRITA) preparatory meeting held in Beijing, China on 18 June. BRITA is a platform to enhance multi-level and wide-ranging cooperation between the countries along the Belt and Road. The meeting was held prior to the World Transport Convention 2018 hosted by CHTS and officially supported by IRF (Geneva) from 19-21 June. IRF (Geneva) has actively supported the shaping of BRITA and will be part of its Board of Directors.

The IRF Board of Directors elects Anouar Benazzouz as Vice-President of IRF
Mr Anouar Benazzouz, Director General of Autoroute du Maroc (ADM) has been unanimously appointed Vice-President of IRF (Geneva) by the IRF Board of Directors. The Board of Directors met on 27 June – right before the General Assembly – to review advancement on the programme of work 2018 and discuss plans for the future. Mr Benazzouz has been actively involved in IRF since he joined ADM. Sustainable Mobility has been a distinctive feature of his action within ADM and also in his engagement with IRF. Under his leadership, two landmark conferences on sustainable mobility were hosted in fact in Morocco in 2016 during COP22 and in 2017. “There cannot be sustainable transport and mobility without sustainable infrastructure. While we think and create the mobility of the future, we need to ensure that we do not forget the basics: proper land-use planning, resources preservation and conservation of our invaluable natural patrimony” said Mr Benazzouz in commenting on his election.

RA – IRF Regional Conference discusses our connected and automated future
As industry and governments around the world continue to grapple with the challenges of vehicle automation, experts gathered in Sydney at the end of May to take stock of where we’re at the global journey to a new era of mobility. From the US to Australia across Europe, India and Singapore, the experts present were unanimously in agreement that the enormity of the change that is coming behoves us all to work together to ensure the transition is as seamless as possible and delivers the most good for the global community. Public engagement and Mediterranean countries at the centre of IRF’s interventions at ITF Summit
Transport Safety and Security was the theme of the ITF 2018 Summit which gathered in Leipzig, Germany end of May around 1400 decision-makers from more than 80 countries including more than three dozen ministers. IRF (Geneva) was invited to share its work and ideas on an ITF panel session on “Raising awareness” and on an official side event organised by the Union for the Mediterranean. The Summit provided also the opportunity for a meeting of Advisory Board of the FIA High Level Panel on Road Safety – of which IRF is an active member – and a meeting of the Sustainable Mobility for All (SuM4All) Consortium that marked the official appointment of IRF (Geneva) as Steering Committee Member.

International Course on Road Safety Engineering and Audits in Tanzania
IRF (Geneva) together with the Tanzania Roads Association (TARA), Tanzania Transportation Technology Transfer (TanT2) Centre and TANROADS are pleased to join hands and to present the International Course on Road Safety Engineering and Audits which will take place at Julius Nyerere International Convention Centre, Dar es Salaam from 13 to 17 August 2018.
This 5-days course comprises a wide range of lectures, workshops and an intensive practical hands-on training delivered by experts of international reputation. A certification will be delivered to the participants attending the full course. Read More

The University of Birmingham, in association with the International Road Federation (Geneva) is pleased to offer this hands-on training course in the area of rural roads.
The course is a 5-day, intensive and practical residential programme delivered by experts of international repute. It is aimed at road sector professionals, road engineers, field engineers, planners, road maintenance managers who want to be exposed to cutting-edge established methodologies in rural transport for development. New Course on Safe Urban Street Design for Vulnerable Road Users
IRF (Geneva) together with Qatar Transportation & Traffic Safety Center and Qatar University are pleased to present the International Course on Safe Urban Street Design for Vulnerable Road User, to be held from 4 to 6 December 2018 in Doha – Qatar.
This course discusses the reasons Vulnerable Road Users are involved in impacts that result in fatalities and serious injuries, and the preventive and corrective actions – including education, enforcement and engineering measures – that can be put in place to prevent injury and fatalities.

Call for Papers for the 26th PIARC World Road Congress
The 26th PIARC World Road Congress will be hosted in Abu Dhabi on 6-10 October 2019. PIARC is calling for abstracts on the 41 selected topics for this edition of the World Meeting. Experts are invited to submit an abstract before the 15th September 2018. The Congress will have for theme “Connecting Cultures, Enabling Economies” and is expecting to gather more than 1,200 international experts and leaders in the field of Transport. Read More

Supporting Road Safety Data Collection in EuroMed Region
Dr Cristian Gonzalez, Director IRF World Road Statistics, was in Athens on 8-10 May to share IRF’s expertise in data collection at a three-day regional workshop organised by the EuroMed Transport Support Project. The event offered a unique opportunity to share national, European and international experiences and best practices with road safety data and allow a regional exchange on setting up a road map for the follow up actions. The Workshop hosted 40 experts, of which 25 from EuroMed Partner countries. Read More

New Governing Council of IRF – India Chapter:
At its meeting held in April 2018, General Body of IRF – IC elected the members of the new Governing Council and its new Office Bearers. Mr. G. Sharan, Former DG (RD) & SS, Govt. of India will head the new Governing Council as its Chairman. Mr. D. O. Tawade, Mr. S.K. Puri & Mr. Ashish Wig have been elected as Vice Presidents, Mr. Mahesh Kumar as Treasurer and Mr. S.K. Nirmal as the Secretary of IRF – IC.
The new Governing Council has since met and deliberated on ways of taking the mission of IRF – IC forward.

Forthcoming Seminar on “Environmental Protection and Safety during Construction”
IRF – IC is organizing a Seminar on the theme of “Environmental Protection and Safety during Construction” on 13th & 14th July 2018 at New Delhi. India’s growing & vibrant Infrastructure programme has resulted in an impressive build-up of the sector, which is accelerating and has implications for the environment & safety during the construction period. This calls for a very systematic mission to take care of these aspects.
The Seminar sub-themes would cover Design for Safety, Environmental Protection of Construction Projects, Technology, Safety during Construction and Safety Issues & Risks.

IRF steering the WGs of the National ITS Committee in India
Following the creation of a National Intelligent Transportation System (ITS) Committee by NITI Aayog in December 2018, three working groups have been created with the mission to formulate policy recommendations on education, legal aspects and innovation. IRF has entered into a Statement of Intent (SOI) with NITI Aayog, Govt. of India, to work towards a coherent national ITS policy and is accordingly now chairing the work of the three WGs. Eight pillars of priority action have now been identified and on-going pilots in the country are being reviewed. Read More

The Tanzania National Roads Agency (TANROADS) was established on 1st July, 2000 and has the mission to develop, maintain and manage the Trunk and Regional Roads Network efficiently and in a cost effective, safe and environmentally sustainable manner consistent with the Poverty Reduction Strategy and other Government policies through a competent and well motivated work force. The Agency is responsible for the management of 35,000 Km of roads made up of 12,786 Km of trunk roads and 22,214 Km of regional roads according to the Roads Act No. 13 of 2007 and subsequent reclassification up to June 2015.

For the first time in Nepal will take place the Road Safety Film Festival in Kathmandu on the 2nd & 3rd July 2018. The NASA Foundation, IRF member, is pleased to organise this event.

6th traditional activity “Road Safety” in Kosovo
This year, the College of Applied Technical Sciences “Tempulli” and Kosovo Association of Motorization “ARMKS” with the support from governmental institutions and other stakeholders who have mandate for road safety organized for the sixth time the Traditional Activity “Road Safety”, which includes primary and secondary schools from various municipalities of Kosovo.

Road markings serve as guides for drivers. They separate the direction of traffic (e.g. bicycle from automotive traffic) and alert about particular zones and hazards (e.g. pedestrian crossings, school zones, bus stops, traffic roundabouts etc.). Apart from visual information, road markings may additionally provide an audible signal. Moreover, road markings can provide other in-built safety features to the road, such as a well-adjusted level of skid resistance. Thus, markings play a decisive role in road safety by guiding traffic and reducing risks when being applied on the road.
